Days after the human chain in support of Catalan independence, Spain’s prime minister, Mariano Rajoy, has offered to hold talks in an attempt to defuse the issue.

The Catalan government has accepted the offer of talks, but at the same time is refusing to delay its plans for a referendum, which the central government is claiming is illegal under the current Spanish constitution.

Rajoy hasn’t actually said what issues would be discussed, although it may about a new tax regime, but his office has made it clear that he remains opposed to the idea of a referendum on independence.
